Low resolution?

yes

Purpose of use

General identification of the subject of the article. It is relevant to readers' best understanding of the subject that they should be aware of Cruttwell's appearance, which is discussed several times in the article. Note in particular Evelyn Waugh's characterisation of Cruttwell ("the face of a petulant baby"), and in Martin Stannard's description ("an unflattering photograph of Cruttwell displaying bad teeth within an unfortunate smile". This shot appears to be the only picture of Cruttwell ever published; even the DNB doesn't have an alternative, nor do the many books written about Waugh over the years. There is no image of him in his one pre-1923 book, and as he was by no means a public figure at that time, there is no good reason to believe that a free image exists.

Replaceable?

Not replaceable. Cruttwell died in 1941
