I might be wrong but since the article says:

"A → B means "A is signed by B" (or, more precisely, "A is signed by the secret key corresponding to the public key contained in B")"

then I believe there should NOT be any arrows between cert3 and cert1, or between cert4 and cert 2. In other words, cert3 is NOT signed by cert1, but rather they are separate certs for the same public key but signed by different authorities. (Same with cert4 and cert2).
