Purpose of use

To illustrate a scene that receives critical commentary and would aid the reader. In order to create the pictures, The production team contacted officials of Apison, Tennessee, who sent them several real photographs. The photographs of Sullivan Biddle and Sarah Kavanaugh (the picture in questions) are in fact "hybrids" of these different public domain photographs, with computer effects "melding" the different features taken from different photographs. The face used for Sullivan was chosen because it bore an "uncanny" resemblance to Mulder. This is elaborate on in "Production" section of the parent article.
