English: Shore Landscape with building and Dock, by Henry Ossawa Tanner. Oil on panel, 9 1/4" x 13 1/2". Not dated.

Artibitrary unverified date 1894, based on similarity in subject to File:Crossing the Atlantic SAAM-1983.95.28 1.jpg However, painting style not the same and this could date to any time after 1891, when Tanner left the United States for France. He made many sea voyages in his life, and could have been inspired by any of his approaches to coastline.

From invaluable.com: "William Bunch Auctions & Appraisals December 19, 2017 Description Henry Ossawa Tanner, African-American, 1859-1937, oil on panel, Shore Landscape with Building and Dock, 9 1/4" x 13 1/2", signed H.O. Tanner lower right, some inpainting; Condition Report: The painting was purchased by a collector at a local estate auction. The signature was visible under dirt and some overpaint. The painting was restored by a Bucks County, PA restorer. This was likely a study for a larger work. Good restored condition with some inpainting, visible under black light
