Purpose of use in article (WP:NFCC#8) The article is about a geographic entity. It's hard to get across info about a geographic entity without showing what it looks like.

It would not be reasonably possible to obtain rights to any photo of this work. It's in an obscure city deep in a foreign land. I don't know if N. I. Kolesnikov is still alive or if now who the copyright has devolved to -- the laws are different there. Even if it was possible to find and contact the copyright holder, would they agree to releasing a photo into public domain or by by CC license. Not bloody likely -- why should they, what would be in it for them? This situation will continue for many decades I assume. Therefore, we either have a fair use photo, or no depiction of this work, probably, in this century. I opt for the latter; if you don't agree we can talk about this.
Minimal use (WP:NFCC#3) It's just in the one article and yadda yadda yadda.

It's a bad photo of an obscure photo in what is truly the middle of nowhere, Russia. If they're worried about commercial opportunities, why did the Mayor's Office see fit to plaster this photo on the web? If the want to make a book or whatever they'll need a better photo.
